Dog having breathing problems?

My dachshund seems to be having a bit of trouble breathing today. She's still very active and wants to play but then she'll stop because she's making these funny noises - sounds like something between a hiccup and the "reverse sneeze" my beagle sometimes does. She's also constantly licking her nose and there's some discharge from the nostrils (it's pretty normal for her in the left nostril but not the right). It might have something to do with her chronic eye condition. She's had it since she was a puppy (she's 5 now) the tear ducts in her left eye don't produce tears so the vet prescribed Optimmune to be put into the eye daily to prevent conjunctivitis. It doesn't always work and today, BOTH of her eyes definitely seem irritated, which isn't normal for her. There's green discharge from the left one and the right one is kinda red. I'm just wondering if I should be worried or not, it's the middle of the night and the vet's not in. Any advice would be greatly appreciated.
