Why is my guinea pig a little chilly?

his breathing is fine. his appitite is good drinking plenty. he is active and still popcorning. but he is cold.. i wrap him in a towel when i hold him and he get warm. so could it be because our ac is set at 73 but its about 70 in my room becuz its so small. could that be why he is cold?
